Adult Confirmation is for those who prepared for the Sacrament of Confirmation as teens, however, did not receive the sacrament. Reasons could have been for illness, a geographical move, teenage rebellion, etc. 
Sessions usually begin shortly after Easter Sunday.  The celebration takes place at SS. Peter and Paul Cathedral on Pentacost Sunday.
